Structuring the Transition from Suburban Campus to Urban District
Fitzsimons stood at a threshold. Originally planned as a dispersed suburban campus, it was being asked to function as a high-density research and innovation district.
The question was not simply how to add square footage.
It was how to realign the underlying structure.
Observe the Field
The inherited framework revealed both constraint and opportunity:
Overscaled arterial roads
Legacy military grid
Fragmented open space
Strong institutional anchors
Existing infrastructure capacity
The bones were there — but misaligned with emerging urban intensity.
Decode the Pattern
As research investment accelerated, it became clear that the existing suburban logic could not support the next phase of growth. Streets functioned for throughput, not exchange. Open space operated as leftover landscape rather than connective tissue. Utilities were sized, but not organized for vertical integration.
The work became structural recalibration.
Structure the Future
As Lead Urban Designer and Master Planner, Kathleen directed the multidisciplinary team through mobility, civil engineering, landscape systems, and the full General Development Plan entitlement process.
The development capacity evolved from 6 million to 18 million square feet — not as speculative expansion, but as infrastructure-aligned density supported by a coherent mobility network and civic framework.
The transformation shifted the district:
From horizontal dispersion to urban block structure
From auto-dominant circulation to multimodal connectivity
From residual open space to civic landscape system
The result was not simply increased density.
It was a campus capable of becoming a city.
